National Mapping Bureau

National Mapping Bureau a division of the Department of Lands & Physical Planning :

The National Mapping Bureau is responsible for providing Papua New Guinea with mapping products and services. The Bureau sells a wide range of paper and digital map products, provides GIS and GPS data and services including data capture both in the field and in the office along with printing and consultancy services for the Private Sector and Government Bodies.

The Bureau is now fully equipped with state-of-the-art technology in the GIS field and this is an asset to this department and the government of PNG as a whole. With proper support from the relevant government agencies, the Bureau can be looked upon as the focal point for both internal and external customers seeking GIS data about PNG. The Bureau has the ability to contribute to the social and economic future of PNG and this can be achieved through enhanced government and community awareness of its capabilities and services.

Vision Statement :

Through achieving its mission, the National Mapping Bureau will become a model agency for GoPNG; having developed enhanced government and community understanding and appreciation of its ability to contribute to the social and economic future of PNG.


Mission Statement :

As a National agency, the NMB is to provide both quality geographic information about PNG and related specialist services on a sustainable basis to all government agencies and the private sector.

Objectives :

The NMB's objectives for achieving the above Mission are:
  • Secure and effectively manage the financial resources necessary to achieve and sustain the above mission;
  • Timely and cost-effectively respond to customer demands for NMB products and services;
  • Maintain the necessary skill levels within NMB;
  • Active involvement in the development and formulation of National Geographic Information (GIS) policy;
  • NMB recognised as a contributor to National economic planning;
By achieving items under 2 and 3, NMB to progress as a semi-commercialised agency within the government ranks.

Statutory Responsibilities :

The National Mapping Bureau is responsible for the following key functions:
  • Determination, demarcation and mapping of International and National Boundaries;
  • Production of National Topographic and Cadastral maps;
  • Provide a National Centre for Geodesy and the Integration of all
  • Surveys into one National Network on the one Datum;
  • Establishment of a National Geodetic Network and determination of the National Position and Height Datum;
  • Provide a National Centre for Remote Sensing and integrate Remote Sensing and GIS capability;
  • Establish and maintain the Graphic Component of the Digital Cadastral Database (DCDB);
  • Administer and maintain the Place Names Gazetteer under the Place Names Act

National Mapping Bureau is one of the Technical Divisions of Department of Lands & Physical Planning. Their Main task is to provide Geographic Information of PNG to the Public. Other important National Function that we perform on behalf PNG Government is demarcation of International Border and Sea Boundaries between our neighbouring countries.

They are located along Melanesian Way, just a little further beyond Central Government Offices' Car Park opposite of Morauta Haus, Waigani. Our Sales Counter Opens for business from 8: am - 12:00 noon and 1:00 pm - 3:00 pm Monday to Friday.

The National Mapping Bureau was established in the early 1960s and was known as Central Mapping Bureau (CMB) under the then Department of Lands, Surveys and Mines in the Territorial Administration.

Its original location was the old government head quarters at Konedobu. In 1974 the Bureau moved from Konedobu to its present location at Waigani. After the Independence in 1975, the Bureau had changed its name from Central Mapping Bureau (CMB) to National Mapping Bureau (NMB).

The Bureau was heavily involved in providing surveying and mapping requirement for planning purposes. By the late 70s it opened another branch at Rabaul but closed again in mid 80s due to lack of projects.

The Bureau had played a pivot role in the development of PNG over the years. Demarcation and establishment of the Border Monuments between PNG and the Republic of Indonesia and the establishment of Geodetic Network (Permanent Survey Marks- PSM) to which the infrastructure developments like roads and bridges etc…are built on are the examples of such contributions by NMB.

They are proud to be a part of our country's development process and will continue be the partner in many years to come.

Products

Mapping Products are available in hard copy (paper maps) and also digitally. The full coloured paper maps range from Standard Scale coverage of the whole country to the specific client maps at larger scale covering only certain areas. The Standard Scale Topography maps are available at 1:50,000, 1:100,000, 1:250,000, 1:500,000. PNG General reference Maps at scales 1:1 million, 1: 2,500,000 and 1: 5 million and Photomaps and Satellite Imageries at varies scales.

Their Digital Products include PNG Gazetteer, Digital Cadastral data Base (DCDB), Topographic Map Series at (1:250, 000) JOG and (1:500,000) TPC Scales and GPS data (locations of Villages, Schools, Health Facilities, Airstrips, Roads and Bridges).

New Products for Planning/Management Purposes at Provincial, District and LLG Levels.

This is a new product derived from 1:250,000 Topography Base Map and it includes the latest GPS data above and Administration Boundaries in the form of:

Provincial Maps (A0 paper) - 19 Provincial Maps for 19 provinces in PNG
District Maps (A0 paper) - 86 District Maps for 86 Districts in PNG
LLG Maps (A3 paper)- 296 LLG Maps for 296 LLGs in PNG

These sets of Maps are very vital for Planners and administrators of all levels of government and are ready for plotting on client request.

NMB - its website is not responding/offline

IS NMB REALLY EFFECTIVE IN CARRYING OUT ITS FUNCTIONS?

The fuctions of NMB is important in PNG as it is the only authority with the mandate to produce and suppy maps and other value added geo-information products. The level of remote communication with NMB such as phone, fax and e-mail go unresponded time on time.

This brings up the question if there is anyone there responsible for attending to clients' queries from distance. Can anyone from NMB or others with inside knowledge clarify on what apppears to be a chronic ineficiency or information blackout?
