Happy 29th Anniversary Papua New Guinea!

1. MEETING WITH ECONET

All Members should already have received notice of a meeting
convened by POMCCI with senior management of ECONET regarding the
proposed by out of 51% of Telikom PNG. A reminder to all that this
will be held at Crowne Plaza, 5pm, Tuesday 14th September 2004.

Andrew Mikklesen (Legal) and Tex Edwards (Operations) from Econet
will address members and respond to any questions. The meeting has
been agreed to by IPBC, and is intended to allow members to address
this issue in an informed manner. It is not necessarily indicative
of the POMCCI's position on this matter.

2.BREAKFAST MEETING

Our next breakfast meeting is scheduled for Friday October 1st at
the Holiday Inn Ballroom and our guest speaker will be *Mr Peter
Hodgkinson OBE* who is the* Director of the Centre for Capital
Punishment Studies *at the *University of Westminister*. Mr
Hogkinson is in PNG to meet with the Government on the subject of
Death Penalty in PNG and his presentation will be on the Death
Penalty. To make advance bookings you can call the Chamber now.
For those of you who wish to obtain a copy of the Chief Ombudsman,
Mr Ila Geno's speech from our last breakfast, it is available at the
Chamber office.

3.NCDC - PROJECT HETURA

This project involves technical assistance provided by the
Townsville City Council (TCC) to the NCDC. The project started in
2002 and will run till 2006. It covers assistance in the areas of
Organisational Review, Policy and Planning, Operations, IT, Human
Resources and Financial Management. Under this programme NCD
Regulatory Services will make various changes to the application
processes for Physical Planning, Building and Licensing. The first
Public Consultation was held on 31st August and POMCCI was
represented. The Chamber is currently represented on the Building
and Physical Planning Boards by the President, with Darren Young as
his alternate, and Stan Joyce on Liquor Licensing.
The project also includes vital development use work on the Urban
Development Plan. This covers a wide range of issues but
specifically on land zoning and proper usage. The plan encompasses
all areas of the NCD and the new maps are currently on display at
City Hall. Another set of all the maps is also posted in the POMCCI
office for perusal and comment by interested members. The period for
public comment is due to end in Dec 2004 and written submissions
(forms attached) can be directed to the Senior Physical Planner.
If you wish to copy your submission to the Chamber so the President
can ensure all valid comments are taken into consideration you may
do so.

* 5.LABOUR ISSUES

Several major companies have complained about the current level of
service at the Department of Labour and Employment. While we
understand some of these have arisen because of issues with unpaid
power bills beyond the control of DOLE we would welcome any other
comments so that we can investigate further. The Vice President has
met with Acting Secretary Tibu in an attempt to resolve some of the
issues. Please email us your views and comments so that we can
discuss these issues with the Department. Company confidentiality is
normally maintained when we hold these discussions, unless the
member specifically asks us otherwise.

* 6. STATUS OF EXPATRIATES UNDER SUPERANNUATION ACT

NASFUND is in the process of drafting a submission to the
Association of Superannuation Funds of PNG (ASFPNG) on proposed
recommended changes to the Superannuation Act in regards to
mandatory contributions to superannuation by expatriates.
In order for us to get back to NASFUND the Chamber would like to
know your views and opinions on the issue. Attached is the copy of
the relevant legislation.

* 7. NASFUND - HIV/AIDS AWARENESS CAMPAIGN_

NASFUND is seeking further donations for communication through drama
on national awareness campaign against HIV/AIDS epidemic in PNG. A
budget of K93,250.00 is needed for the three-month theatre program
to be carried out by Wakawa Performing Arts Troupe. A total of
K40,000.000 has been pledged by the following already:-


NASFUND K 10,000

POSF K 10,000

Employers Federation (PNG) K 10,000

Credit Corporation (PNG) Ltd K 10,000

Given the situation here in PNG where the epidemic is fast
spreading, the Chamber would like to encourage all its members to
support this campaign.

8. AUSTRALIA PNG ASSOCIATION BREAKFAST_*

An invitation has been extended to any POMCCI members who will be in
Brisbane on *5th October* to attend this breakfast meeting. The
speaker will be *Neil Swan, Lihir Management Company*. Time is 7am
at Tatersalls. Please note gentlemen are required to wear coat and
tie. Ladies, if they let them in, can presumably wear what they
like. All booking direct with APNG Association not POMCCI.

** 9. ****_2004 TAXATION FACTS AND FIGURES_**


The latest update on tax information is available courtesy of
PricewatershouseCoopers. A PDF file will be uploaded to our website

* 10. _CONSULTATION FEES - POMCCI PRESIDENT_*

At the August Executive meeting a motion was put forward by a member
of the Executive that POMCCI pay a consultancy fee of K26,000 pa to
the incumbent President. The proposal arose in recognition of the
exceptional amount of time given to the role by the incumbent, which
was felt to be over and above the time one could reasonably expect
from a holder of the position, and which had a major impact on the
effectiveness of the Chamber in recent years. Mr Conn has filled the
role of President for the past four years without any form of
remuneration and prior to that was the Vice President for a number
of years, also without any form of remuneration. The amount
recommended is aligned to remuneration currently being received by
the Lae Chamber President. The payment of the approved consultancy
fee will be subject to payment at the discretion of the Executive
Committee at all times - the motion put forward was carried
unanimously. It is not a fee that will automatically carry over on
an annual basis.

* 13. _NATIONAL ECONOMIC DEVELOPMENT FORUM_*

Many NEDF will be held from 13th -15th September at the State Dining
Room at Parliament House. Many members of the Chamber are inolved in
the workings of various CIMC Working Committees and their reports
will be tabled at the Forum. As this is supposed to be the conduit
for business and civil society to interact with the government of
the day and hopefully influence and contribute to government policy
in the upcoming and future budgetary process. All interested members
are encouraged to attend.

* 14. _HAPPY 29th BIRTHDAY, PAPUA NEW GUINEA

Several companies have called in enquiring whether this Friday 17^th
September 2004 is a Public Holiday. To the best of our knowledge,
Thursday 16^th September is Independence Day and Friday 17th is a
normal working day.



It is of course entirely at the discretion of individual
businesses if they wish to give staff the Friday off .

Urgent Updated Message:

Members

We have received information from IPBC Chairman, Mosley Moramoro on the non-availability of the Econet/Altech people for our proposed meeting at the Crowne Plaza this afternoon. They feel it is in everyone's interest that they not stay around while NEC is about to make a decision on Telikom. They have agreed to speak to Chamber when they return.

We apologies for any inconvenience this may cause.
