The Outer Limits episode Alien Radio, radio host Stan Harbinger (Joe Pantoliano) interviewed two people about aliens.
As one of these people Moses Saxon (Alex Diakun) was explaining about aliens Stan asked “What episode of Doctor Who did you steal this from?”
Incidentally the other person in the interview Darcy Kipling was played by Leslie Hope and she was among possible Graces for the 1996 Doctor Who TV Movie but I read that she was either unavailable or not interested for the part.
The Outer Limits episode came on January 22 1999 and given that Hope was a possible Grace, the 1996 Doctor Who TV Movie took place in 1999.

Alien Radio opened the fifth season of the 1990s The Outer Limits and NuWho’s own fifth season opener The Eleventh Hour marked The Outer Limits fan my wife Karen Gillan’s debut as Amy Pond.

Kingsman: The Golden Circle featured Michael Gambon.

Gambon had played Kazran Sard(i)ck in Doctor Who’s A Christmas Carol in which his character had travelled with the Eleventh Doctor during that episode.

Gambon’s casting may not be the only thing that ties in with specifically the Eleventh Doctor era of Doctor Who.

In this movie it featured the characters of Clara and River.

This may or may not be coincidental to the fact that Clara and River are also names of companions who had adventures in particular with the Eleventh as well as the Twelfth Doctors.

In The Navy Lark (radio series) 11.7 C.P.O. Pertwee's Long Service Medal has Sub-Lieutenant Phillips (Leslie Phillips) saying Doctor Who and the Twitchon (sp?) People.

This episode was broadcast on February 8 1970 and no doubt that this was an in-joke to the fact that Jon Pertwee who played Chief Petty Officer Pertwee had made his debut as the Third Doctor just the month before.

The Navy Lark (radio series) 11.8 The Phenomenal Pertwee Tug had the Chief Petty Officer played by Frank Thornton saying that Doctor Who is a personal friend of his and Sub-Lieutenant Phillips (Leslie Phillips) describing Doctor Who as having a funny haircut and a craggy face and that he is the President of an organisation called Woof Woof.
This episode was originally broadcast on February 15 1970 and it is the second episode in a row in which Doctor Who got referenced.

Relistened to Part 1 of The Veiled Leopard featuring Peri and Erimem from Big Finish and Erimem (Caroline Morris) says that she now has long hair after a time when she was bald.
This was released in 2006 and this line made me think of future companion my wife Karen Gillan when she had her long hair shaven off and go bald when she played Nebula in the Guardians of the Galaxy movies.

The Veiled Leopard has a character called Lily played by Lizzie Hopley who earlier had gained companion status by Big Finish when she played Eighth Doctor companion Gemma Griffin for one story Terror Firma.
My wife Karen herself would also play a character called Lily in the TV movie 7 Days In Hell.
