Public Notice - Department of Labour and Industrial Relations.

To our valued Customers

Following a directive from the the Minister for Labour and Industrial Relations, be informed that as of Friday 26 September 2003, all training and localisaiton plans must be reviewed substantially with national counter parts participating to ensure that the training and localisation plan has been implemented by employers.

Without the substantial review, no work permit will be renewed.

Be further informed that any change in employment personnel and or site/office of operation must be immediately reported to the Department of Labour and Industrial Relations.

Fairlure to comply with the requirements will result in penalty fines being imposed on employers.

Obviously the Chamber has grave concerns on issues raised and the inevitable delays it will add to the existing Work Permit System.

They would welcome our comments on this matter.

WORK PERMITS - PM INTERVENES

Members: Thank you to those who have contacted us in the last few days with useful information to maintain the debate on this issue in the media . The issue has been receiving widespread and negative publicity locally and overseas . Another article will appear tomorrow suggesting that a "change of culture" may be what is really needed at Department of Labour & Employment . Hopefully , this will put the issue "to bed" , until the next time at least !

As of this afternoon , Prime Minister Somare , has held a Press Conference , and stated that he has summoned Minister Yama to his office to discuss the Work Permit issue and the matter of the Air Niugini CEO . He has also stated quite categorically that the Minister's recent "moratorium" is NOT official government policy and that he will instruct him to lift the "moratorium" immediately .

The Secretariat of the National Tripartite Consultative Council (NTCC) based within the Department of Industrial Relations has also called a meeting on Weds 8th October at 0900hrs to discuss the "misunderstanding" and seek employers views on the current situation . I will attend for POMCCI and have asked that the invitation be also extended to the President , PNGCCI .

POMCCI warmly welcomes the intervention of the Prime Minister and thanks him for making himself party to resolving this important issue for the business community and the economy in general .

Dear Members

The following message from PNGCCI encapsulates the topics discussed at a meeting between DOLE and Presidents, PNGCCI, POMCCI and Manufacturers Council.

“President Michael Mayberry advises that the Department of Labour and Employment will be seeking the Minister's approval to remove the current training and localisation system altogether. Training issues would become the responsibility of the National Training Council, and would not be linked to work permits and visas. They are also looking at introducing an "owner/manager" status which should be entitled to permanent residence/long term visas.

Another meeting is scheduled for Monday 20th October to work out the mechanics of what is to be done.

Thank you all for your feedback on the matter. Your suggestions and comments are very helpful.”
