Talasea LLG comes up with Marine Environment Management Law

A LOCAL Level Government in the New Guinea Islands province of West New Britain has become the first in the country to come up with a law to protect its marine environment.

The Talasea Local Level Government (LLG) took two years to do the preparatory groundwork, planning and discussion with the local people, provincial government authorities and the relavant Non Government Organisations to come up with what is now called the Talasea Marine Environment Management Law.

At the launching for its approval and endorsement, Inter Government Relations Minister Sir Peter Barter congratulated the Talasea LLG for taking the lead in this very important piece of legislation to protect the marine environment and hoped other maritime provinces follow suit.

"To my knowledge, this is the first of its kind at the LLG level, sponsored by the local people and community and assisted by the National Government and Nature Conservancy, an environment NGO group. The end result of hard work put into it has produced this important marine protection law which will make us respect the environment a lot more. I hope that many other provinces and LLG's follow the steps taken by the Talasea LLG, particularly the maritime provinces in order for the preservation of the marine environment for future generations," Sir Peter said.

The Kimbe Bay area has the largest concentration of coral reefs in the world. It is a reputed and favourite international tourist and divers destination as well since it has some of the best diving spots.

With the onset of the oil palm industry becoming the life-blood of West New Britain, the damage to the marine environment is unavoidable, therefore the Talasea LLC with the assistance of two NGO groups, Talasea Nature Conservancy (TNC) and Mahonia Na Dari (MND), it complied under section 44 of the Organic Law on provincial and LLG Act 1997 to come up with the law to protect and conserve the rich marine biodiversity of the Kimbe Bay but also manage compatible economic growth in the area.

Section 44 of the Organic Law on Provincial and Local Level Governments vests law making powers on LLG's over 31 matters and in accordance of the current initiative, LLG's are empowered to make laws on the local environment, protection of sacred sites, local tourist facilities, imposition of fines for breach of its laws, social services and domestic animals, flora and fauna.

Chairman for Planning and Information committee with the Talasea LLG Alphonse Ngava said that the local people put continuous pressure for the marine environment protection law due to the overuse and exploitation of marine resources and a big threat to the marine ecosystem along Kimbe Bay in the name of development and the oil palm industry.

He said that after wide consultation with members and communities within the Talasea LLG area, they invited NC and MND to come on board and give support, resulting in the legislation.
