Is it correct to say that these properties are simply "vacant, undeveloped lands" without any buildings onsite, etc, correct?

yes, you are correct. These are undeveloped.

Is there any laws forbidding the owning of land in PNG by expats?

not really, although you will have to get ministerial approval (dept of lands).
